Ontario Workforce Priority Stream: Requirements and Application Guide

The Ontario Workforce Priority stream is the province's pathway for skilled foreign workers with a qualifying job offer in any NOC occupation, plus a separate route for self-employed physicians who need no job offer at all. It sits within the Ontario Immigrant Nominee Program, and this page covers the eligibility detail, the full scoring grid, and the deadlines in depth. One structural point governs everything below. Your employer starts the process, not you, and a nomination is not status. After nomination you apply separately for permanent residence, and if you hold an Express Entry profile in a TEER 0 to 3 occupation, an Ontario nomination adds 600 points to your CRS score.

Ontario Workforce Priority Stream Eligibility Requirements

To be nominated with a job offer, you must have an employer registered with the program who has submitted an application for approval of your employment position, receive an invitation to apply and apply within the deadline, document every scoring factor you claimed in your expression of interest, and meet the stream requirements for work experience, licensing, language, education, legal status and intention to live in Ontario.

Your employer's application for approval of the employment position must itself be approved before your nomination can be approved. Two applications succeed or fail together, which is why employer cooperation is not a formality here.

Requirements differ by the TEER category of your job offer occupation, given by the second digit of its five-digit NOC code. The stream is governed by Ontario Regulation 422/17.

Work Experience Requirements by TEER Category

For a job offer in TEER 0, 1, 2 or 3, you need one of the following:

• Six months consecutive full-time paid experience in the job offer position within the 12 months before you apply, meaning at least 780 hours and at least 30 hours per week.
• Three months consecutive full-time paid experience in the job offer position within the same 12 months, if you are a recent Ontario graduate, meaning at least 390 hours.
• Two years cumulative full-time paid experience in the same NOC occupation within the past 5 years, amounting to at least 3,120 hours. Part-time equivalents count: one job at 15 or more hours weekly reaching 3,120 hours over 4 years, or more than one job at 30 or more hours weekly reaching 3,120 hours over 2 years.
• A mandatory licence or authorization for the position under Ontario or Canadian law. Holding it removes the work experience requirement entirely, subject to the transport exception below.

Ontario also permits related-occupation experience in three specific cases. Engineering professionals in Sub-Major Group 213 can use that experience for a technical engineering position in Sub-Major Group 223. Pharmacists in NOC 31120 can use theirs for a pharmacy assistant position in NOC 33103. Licensed practical nurses in NOC 32101 and registered nurses in NOC 31301 can use theirs for a nurse aide position in NOC 33102.

For a job offer in TEER 4 or 5, you need at least nine months of cumulative full-time paid experience in the job offer position within the 2 years before you apply, meaning at least 1,170 hours and at least 30 hours per week.

Two cautions. Only experience completed by the time you submit counts, and you must meet all criteria at the point you register your expression of interest. And if your job offer is for NOC 73300 transport truck drivers or NOC 73301 bus drivers, subway operators and other transit operators, you must meet the six-month consecutive requirement regardless of holding a licence or being a recent Ontario graduate.

Language Requirements and the Ontario Graduate Exemption

Test results must be dated within 2 years before you submit, and the minimum must be met in all four abilities.

The graduate exemption is worth reading twice. If you graduated from an eligible Ontario institution within the last 3 years with a post-secondary degree or diploma of at least 2 years, an Ontario College Graduate Certificate, a master's degree or a PhD, no language test is required for a TEER 0 to 3 offer. Note that this affects eligibility only. You still score zero language points in the expression of interest without a test, which materially weakens your ranking, so testing anyway is usually the right call.

Listed skilled trades for the CLB 5 threshold are Major Group 72 excluding Sub-Major Group 726, Major Group 73, Major Group 82, Major Group 83, Major Group 93 excluding aircraft assemblers and inspectors in Sub-Major Group 932, Minor Group 6320 for cooks, butchers and bakers, and Unit Group 62200 for chefs.

Ontario accepts IELTS General Training only, CELPIP General only, and PTE Core only. Academic and One Skill Retake versions are not accepted. For French, TEF Canada and TCF Canada are accepted. Our guide to the Canadian Language Benchmark explains how raw test scores convert.

Education Requirements and ECA Rules

For a TEER 0 to 3 job offer you need one of: a post-secondary credential of at least one year from an eligible Canadian institution or its foreign equivalent; a secondary school diploma or equivalent if the occupation is a listed skilled trade; an Ontario college certificate of at least one year from an eligible Canadian institution if the offer is for NOC 33102 nurse aides; or proof of a mandatory licence for positions requiring one, excluding NOC 73300 and 73301.

For a TEER 4 or 5 job offer you need a Canadian secondary school diploma or its equivalent.

If you studied outside Canada you need an Educational Credential Assessment less than five years old on the date you apply, from one of the IRCC-designated organizations. The point people miss is the five-year clock: an ECA obtained early in a long process can expire before it is used.

Legal Status and Intention to Reside in Ontario

If you apply from inside Canada you must hold legal status when you apply, which can be a visitor record, study permit or work permit. Maintained status counts: if you applied to extend before expiry and are awaiting a decision, you may apply. Applicants residing in Canada without valid status at the time of nomination may not qualify.

Ontario assesses intention to live and work in the province through your ties, which can include current or past work in Ontario, job applications and interviews, study, volunteering, leasing or owning property, visits, and professional networks or family relationships.

Ontario Workforce Priority Stream Employer Requirements

Your employer must have been in active business for at least 3 years before the application, have business premises in Ontario where you will work, have no outstanding orders under the Employment Standards Act, 2000 or the Occupational Health and Safety Act, meet revenue requirements based on the job location, employ a minimum number of Canadian citizens or permanent residents based on the job location, and, if you live outside Canada or work outside Ontario, show sufficient recruitment effort to hire a Canadian or permanent resident first.

The job offer must be full-time and permanent, located in Ontario, urgently necessary to the business, unaffected by a labour dispute, and at the required wage level for its location.

One exclusion catches people by surprise: the Ontario Public Service does not participate as an employer, and any submission naming the OPS or an OPS entity as employer will not be accepted. Other government employers not staffed by OPS employees are treated as separate legal entities and may qualify.

If you already work in the position, you must remain in it until nomination and throughout the post-nomination period until permanent residence is granted or refused. Any change to job duties, wage, hours or term must be reported to the OINP immediately.

Ontario Workforce Priority Stream Scoring Factors

Scoring factors decide your ranking in the pool. They are not the same as stream criteria, and meeting the criteria does not guarantee an invitation. You must document every factor you claimed.

Language points come from your lowest CLB across the four abilities, and if you sat both English and French tests, the higher of the two is used. Points for two official languages require CLB 6 or higher across all four abilities in both.

How Job Location Changes Your Score

Regionalization is the most under-appreciated factor on the grid. A Northern Ontario job offer scores 15 points where a Toronto offer scores zero, a swing larger than the gap between CLB 9 and CLB 6.

Northern Ontario covers Muskoka, Haliburton, Nipissing, Parry Sound, Manitoulin, Sudbury, Greater Sudbury, Timiskaming, Cochrane, Algoma, Thunder Bay, Rainy River and Kenora. Eastern Ontario, Central Ontario outside the GTA, and Southwestern Ontario each score 10. Durham, Halton, Peel and York score 5. The City of Toronto scores zero. For self-employed physicians, the region comes from the practice address registered to your OHIP billing number.

How to Apply to the Ontario Workforce Priority Stream

Three deadlines run in sequence, and each is short.

Step 1: Your Employer Submits the Job Offer

Nothing can begin until your employer registers their business in the OINP Employer Portal and submits a job offer for your position. You cannot start this yourself, and there is no route around it other than the self-employed physician pathway. Once they submit, you receive a job offer ID, which you need for the next step.

Step 2: Register Your Expression of Interest Within 30 Days

You must register your expression of interest within 30 calendar days of your employer submitting the job offer in the Employer Portal. The clock starts when they submit, not when they tell you they have, so ask to be notified the moment it is done. You must also meet every stream criterion at this point, not merely by the time you apply.

Step 3: Your Employer Applies for Position Approval Within 14 Days

If you are invited, your employer must submit their application for approval of the employment position within 14 calendar days of the invitation being issued. Their deadline is shorter than yours and must be met first. Your nomination cannot be approved unless their application is approved, so an employer who misses this ends your application as effectively as any refusal.

Step 4: Submit Your Application and Pay Within 17 Days

You have 17 calendar days from the invitation to submit and pay, and you cannot submit until after your employer has submitted theirs. You can work on your application at any point during the 17 days, but if your employer uses their full 14, you are left with three days to file. Review the document checklist first, then log in through your Ontario.ca account and open your application from the My Applications page. Note that your application file number is different from your expression of interest file number.

Step 5: Receive Your Nomination and Apply to IRCC Within 6 Months

Approval brings a nomination approval letter, a nomination certificate, and a work permit support letter where applicable. From there you have 6 months to apply to Immigration, Refugees and Citizenship Canada for permanent residence. IRCC makes the final decision and conducts its own medical, criminal and security checks.

Using a Representative

The submission process differs if you use a representative, and this carries a real risk. Applications submitted by self-appointed representatives are invalid and will be withdrawn by the OINP, returned as incomplete with the fee refunded. Confirm any representative is properly appointed through Ontario's process before they touch your file.

Ontario Workforce Priority Stream for Self-Employed Physicians

Physicians can apply with no job offer and no employer if they are eligible to receive payment for publicly funded health services under the Health Insurance Act, meaning they hold an OHIP billing number, and hold a certificate of registration authorizing independent practice, academic practice, or a provisional certificate, in good standing with the College of Physicians and Surgeons of Ontario.

Physicians meeting both conditions do not need to meet the other applicant requirements on this page, and the employer requirements do not apply. Eligible NOC codes are 31100, 31101 and 31102. Physicians begin by contacting the OINP rather than through an employer, and if invited must submit and pay within 17 calendar days.

One exclusion matters: holders of a postgraduate education licence cannot apply as self-employed physicians, though they may qualify with a job offer from an Ontario employer.

After Nomination: Express Entry and Nomination Conditions

If your job offer is TEER 0 to 3, self-employed physicians included, you can elect nomination through Express Entry. You must meet a federal Express Entry program's minimum criteria and keep a valid profile throughout. Once nominated you have 30 calendar days to accept in the Express Entry system, which adds 600 points and produces an invitation in the next round, then 60 calendar days to submit your permanent residence application. Letting your Express Entry profile expire or lapse after nomination means starting the entire OINP process again, including a new expression of interest. Any change to your profile number must be reported to the OINP in writing before nomination.

Nomination carries conditions until your permanent residence application is decided. The approved employment position is the basis of your nomination and cannot be changed afterwards. If your employment in it ends and the approval is cancelled, you would need a new expression of interest. Ontario's Post-Nomination Verification Unit conducts follow-ups and can cancel approvals, including your nomination, where conditions are not met.

Common Ontario Workforce Priority Stream Mistakes

The failures we see are rarely about eligibility. They are about sequencing and documentation. A candidate waits for their employer to act and the 30-day expression of interest window closes. An employer uses 13 of their 14 days, leaving four for an applicant who had not prepared. An ECA passes its five-year mark mid-process. A language test taken more than two years before submission. A recent Ontario graduate who relies on the test exemption and then ranks poorly because language points are zero.

Two more are structural. Candidates claim scoring factors they cannot document and lose the invitation at the application stage. And candidates with Toronto job offers do not appreciate that the same role in Northern Ontario would be worth 15 more points.
