Ontario receives more newcomers than any other province in Canada, and in 2026 the way you get there changed more than it has in a decade. The Ontario Immigrant Nominee Program closed all eight of its former streams and replaced them with a single employer-driven pathway, the Ontario Workforce Priority stream. Anyone working from advice published before the summer is working from a program that no longer exists.

That does not mean provincial nomination is your only route. Most people who settle in Ontario arrive through federal programs managed under Express Entry, which lead to the same outcome: Canadian permanent residence. A provincial nomination is one of several doors, and for many candidates it is not the fastest one. This guide sets out every current route into the province, what each one now requires, and where the province is quietly steering applicants.

Ontario Immigration Programs in 2026

Ontario does not issue permanent residence. It nominates candidates, and Immigration, Refugees and Citizenship Canada makes the final decision on every application. The province participates in the wider Provincial Nominee Program framework, and holds the largest nomination allocation of any province, reported at 14,119 spaces for 2026 against 10,750 the year before.

Four broad routes lead to Ontario. Provincial nomination through the OINP, federal economic programs including the Canadian Experience Class and the Federal Skilled Worker Program, community-based pilots operating in five northern communities, and study or work routes that build the Canadian experience the first two reward. Family sponsorship sits alongside all of these as a non-economic route.

Ontario Immigrant Nominee Program (OINP)

The OINP is Ontario's provincial economic immigration program, governed by the Ontario Immigration Act, 2015 and Ontario Regulation 422/17. Amendments to that regulation came into force on June 25, 2026, and the program update followed on June 26. The expression of interest portal reopened on August 4, 2026, making the redesigned program fully operational for the first time.

Ontario Workforce Priority Stream Pathways

The stream carries three pathways. Two require a full-time, permanent job offer from an employer approved through the OINP Employer Portal. The third does not.

OINP Eligibility Requirements by Pathway

TEER 0 to 3 candidates meet the work experience test one of four ways: six consecutive months in the last twelve in the job offer position with the job offer employer, three consecutive months for recent Ontario graduates, two cumulative years in the last five in the same NOC occupation, or by holding the relevant professional licence, which exempts you from the requirement outright. TEER 4 and 5 candidates need nine cumulative months in the last two years in the job offer position with the job offer employer.

Self-employed physicians qualify without an employer. They must be members in good standing with the College of Physicians and Surgeons of Ontario, hold a valid certificate of registration in the independent, academic or provisional class, and be eligible to bill through the Ontario Health Insurance Plan.

Ontario Employer Requirements for Nomination

Your employer carries as much of the eligibility burden as you do. They must have operated an active business for at least three years, maintain Ontario premises where you will work, meet revenue and full-time staffing minimums, and carry no outstanding orders under the Employment Standards Act or the Occupational Health and Safety Act. Employers in rural communities face lower gross annual revenue thresholds, and for this program a rural community means one located in a census division with a population under 150,000.

Ontario Workforce Priority Stream Points System

Ontario published the scoring grid on July 20, 2026. Candidates are ranked out of 130 points across eleven factors, and no single factor is worth more than 18. Ontario work experience in the job offer position leads at up to 18 points. Hourly wage, official language ability and regionalization each carry up to 15. Broad occupational category is worth up to 10, with health occupations at the top, followed by trades and transport. Legal status in Canada adds up to 10, with a work permit scoring double a study permit.

Where Your Job Offer Is Located Changes Your Score

Region is set by the work location stated in the job offer, not by where you currently live. The spread is wide enough to outweigh several other factors combined.

The practical effect is that a modest wage in Sudbury or Thunder Bay can outrank a considerably higher Toronto salary. Ontario has published this grid on its Ontario Workforce Priority stream page, and it is the clearest signal the province has ever given about where it wants nominees to settle.

How to Improve Your OINP EOI Score

Language is the highest-yield lever for most candidates. Meeting the CLB 6 minimum earns only a handful of points, while CLB 9 across all four abilities earns the maximum, and candidates who reach CLB 6 or higher in both English and French collect a further bilingual bonus. Beyond that, the wage thresholds are stepped, so a small increase that clears the next band is worth more than a large increase inside one, and accumulated Ontario work experience with the same employer keeps climbing until it hits 24 months.

Immigrate to Ontario Through Express Entry

Express Entry remains the largest single route into Ontario and does not require a job offer. Your Comprehensive Ranking System score determines whether you are invited from the pool, and category-based rounds targeting healthcare, trades, education and French-language ability have made the system considerably more forgiving for candidates whose overall scores sit below the general cut-off.

How an Ontario Nomination Interacts With Express Entry

Under the former OINP structure, Ontario searched the Express Entry pool directly and issued notifications of interest to candidates it wanted. Those Express Entry alignment streams are gone. The Ontario Workforce Priority stream is a base stream, which means nomination no longer carries the automatic 600-point CRS award that Express Entry-aligned nominations used to deliver. For TEER 4 and 5 candidates in particular, this means planning for a paper-based federal timeline rather than the faster Express Entry track.

Rural and Francophone Immigration Pilots in Ontario

Five Ontario communities take part in the federal Rural Community Immigration Pilot: Thunder Bay, North Bay, Sault Ste. Marie, Sudbury and Timmins. Each sets its own priority occupation list, its own intake windows and its own employer recommendation caps, and each runs an independent process outside the OINP entirely. A community recommendation leads straight to a permanent residence application.

French speakers have a second option. The Francophone Community Immigration Pilot operates in Sudbury, Timmins and the Superior East Region, and it exists specifically to build Francophone minority communities outside Quebec. French ability is the qualifying condition rather than a bonus, which makes it one of the few programs in Canada where bilingual candidates compete against a much smaller field.

Study in Ontario and Apply for Permanent Residence

Ontario hosts more designated learning institutions than any other province, and studying there remains a workable route to permanent residence provided you plan the exit before you enrol. A study permit gets you in, but the value is in what follows: a Post-Graduation Work Permit lets you build the Canadian work experience that the Canadian Experience Class and the OINP both reward.

Two details matter for Ontario specifically. Recent Ontario graduates need only three consecutive months in the job offer position rather than six under the TEER 0 to 3 pathway, which is a meaningful head start. And the field of study restrictions attached to PGWP eligibility mean the program you choose determines whether the permit exists at all, so that decision belongs at the application stage, not at graduation.

Work Permits for Ontario Jobs

Most people nominated by Ontario are already working in the province, because the stream rewards Ontario work experience with its heaviest single factor. Getting there usually means an employer-specific work permit supported by a Labour Market Impact Assessment, or an exemption under an international agreement or intra-company transfer. Holding a valid work permit also scores twice what a study permit scores on the legal status factor, so the sequence you take into the pool has direct consequences for your ranking.

Business Immigration to Ontario

Ontario's own Entrepreneur stream was revoked and is not currently accepting applications. Ontario has signalled that a redesigned entrepreneur pathway, along with a priority healthcare stream and an exceptional talent stream, will follow in Phase 2 of the redesign, though no launch date has been confirmed. Until then, the federal Start-up Visa is the principal route for founders who want to build in Ontario, and it does not require provincial involvement at all.

Sponsoring Family to Ontario

None of the economic scoring above applies to family reunification. Canadian citizens and permanent residents living in Ontario can sponsor a spouse, common-law partner, dependent children, and in some cases parents and grandparents. Spousal sponsorship is processed federally, so an Ontario address changes nothing about eligibility, though the inland and outland choice affects work permit access and appeal rights.

Cost of Living and Settling in Ontario

Ontario is not one housing market. Toronto and the surrounding region carry the highest costs in the province, while Northern Ontario, Eastern Ontario and much of the southwest sit dramatically lower. That gap now lines up with the immigration incentives: the regions where housing is affordable are the same regions the province awards the most points for. Healthcare is delivered through the Ontario Health Insurance Plan, and new permanent residents should apply as soon as they land, since coverage is tied to registration rather than to status alone.

Do I need a job offer to immigrate to Ontario?

For the OINP, yes in most cases. Two of the three Ontario Workforce Priority stream pathways require a full-time, permanent job offer from an employer approved in the Employer Portal. The self-employed physician pathway is the exception. Federal Express Entry programs do not require arranged employment at all.

Which OINP streams are still open in 2026?

Only the Ontario Workforce Priority stream. All eight former streams, including Human Capital Priorities, French-Speaking Skilled Worker, Skilled Trades, Masters Graduate, PhD Graduate and the three Employer Job Offer streams, closed on June 26, 2026. No further invitations are issued under any former pathway.

Does a Toronto job offer hurt my OINP score?

It does not disqualify you, but it earns zero on the regionalization factor, which is worth up to 15 points. Northern Ontario scores the full 15 and the rest of the province outside the GTA scores 10. Toronto candidates need strength in language, wage and Ontario work experience to close that gap.

Can I immigrate to Ontario as a TEER 4 or 5 worker?

Yes. The Ontario Workforce Priority stream covers all TEER 4 and 5 occupations, which the former streams largely excluded. You need nine cumulative months in the last two years in the job offer position, CLB 4, and a Canadian secondary school diploma or equivalent.

Do I have to re-register my expression of interest?

Yes. Expressions of interest and job offers registered under the former streams that did not result in an invitation have been withdrawn. Employers already in the Employer Portal do not register again, but they must submit a new job offer and a new application for approval of the employment position before you can register.
