502 Express Entry candidates with Comprehensive Ranking System (CRS) scores between 464 and 467, were invited by Ontario to apply for a provincial nomination on January 12, 2022.
These candidates had work experience in one of the following NOC codes:
NOC 0114 – Other administrative services managers
NOC 0122 – Banking, credit and other investment managers
NOC 0124 – Advertising, marketing and public relations managers
NOC 0125 – Other business services managers
NOC 0211 – Engineering managers
NOC 0311 – Managers in health care
NOC 0601 – Corporate sales managers
NOC 0631 – Restaurant and food service managers
NOC 0711 – Construction managers
NOC 0731 – Managers in transportation
NOC 0911 – Manufacturing managers
NOC 1121 – Human resources professionals
NOC 1122 – Professional occupations in business management consulting
NOC 2161 – Mathematicians, statisticians and actuaries
NOC 3012 – Registered nurses and registered psychiatric nurses
NOC 3211 – Medical laboratory technologists
NOC 3231 – Opticians
NOC 3233 – Licensed practical nurses
What is PNP (Provincial Nominee Program)?
Provinces and territories (PTs) that operate a Provincial Nominee Program (PNP) can nominate candidates through the Express Entry pool, in addition to nominating foreign nationals to the existing paper-based process.
Candidates who have a PT nomination receive an additional 600 points in the Comprehensive Ranking System (CRS), which guarantees they will receive an invitation to apply (ITA) for permanent residence in the next Express Entry draw.
PNPs offer a pathway to Canadian permanent residence for those who are interested in immigrating to a specific Canadian province or territory.
How to Know If I qualify for a PNP If I Don’t Qualify for Express Entry
Most Provincial Nominee Programs require that applicants have an active profile in the Express Entry pool. However, in some cases, it is possible that some provinces issue nominations to applicants who do not have Express Entry eligibility. 2025 Update—As of 2025, Ontario continues to issue invitations through its Provincial Nominee Program (OINP), with regular activity across multiple streams. This year, several draws have taken place under the Employer Job Offer: Foreign Worker stream, the International Student stream, and the Master’s Graduate stream. Some of these draws have been general, while others were targeted based on job offer type, occupation, or language skills.
One example: on March 7, 2025, Ontario invited 1,370 candidates through the Foreign Worker stream. Most of these individuals had job offers in occupations classified under skill level B of the National Occupation Classification. There was no requirement to be in the Express Entry pool for this draw.
Other 2025 draws under Express Entry-linked streams, such as the Human Capital Priorities Stream, have focused on tech occupations and health care roles. The province has sometimes issued invitations to candidates with CRS scores in the low 470s, depending on labor market needs.
Ontario also continues to use the Expression of Interest (EOI) system for non-Express Entry streams, assigning scores based on factors like education, work experience, and regional ties.
