The new program, which will be released in the following 120 days, leads to permanent residence, similar but not identical to the TR to PR program which opened last year.

Changes to Express Entry
This July, Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC) candidates are going to be invited for PR application.
Moreover, IRCC will be given the authority to invite Express Entry candidates based on occupation, education level or French-language skills.
2025 Update—Canada is set to launch a new permanent residence pathway later this year, aimed at workers in healthcare, construction, and tech. This time, the attention on smaller cities and rural areas is different — places often overlooked in past programs. Officials say this will help balance growth across the country and address long-standing labour shortages outside major urban centres.
Changes are also coming to Express Entry. Starting in late 2025, people with Canadian work experience in key industries tied to economic recovery will have better chances of receiving an invitation. New online tools are also in the works, allowing applicants to track their progress more easily.
