New Visa Requirements for Mexican Citizens Traveling to Canada

If you're a Mexican citizen planning to visit Canada, the rules changed in February 2024 and remain in effect for 2026 travel. Most Mexican citizens now need a Canadian visitor visa rather than the Electronic Travel Authorization (eTA) they may have relied on in the past. Do Mexican Citizens Need a Visa for Canada in 2026?
For most Mexican citizens, yes. Canada lifted its visa requirement for Mexican nationals in December 2016, allowing nearly eight years of visa-free travel with just an eTA. That changed on February 29, 2024, when Canada reinstated the visa requirement in response to a sharp rise in asylum claims from Mexican nationals. As of 2026, this requirement is still in place, and most Mexican travelers need to apply for a visitor visa (Temporary Resident Visa, or TRV) before their trip. A smaller group of applicants can still use the faster, cheaper eTA instead — covered below.
Canada eTA Eligibility for Mexican Citizens
You can apply for an eTA instead of a full visitor visa only if you meet all three of the following conditions:
- You hold a valid Mexican passport
- You are traveling to Canada by air, for a stay of six months or less
- You either hold a valid U.S. non-immigrant visa, or you have held a Canadian visitor visa within the past 10 years
An eTA is valid for up to five years or until your passport expires, whichever comes first. Any eTA issued to a Mexican passport before February 29, 2024, was automatically cancelled unless it's linked to a valid Canadian work or study permit — so if you haven't applied since then, assume your old eTA no longer works.
When You Need a Canada Visitor Visa Instead
A visitor visa is required if you don't meet all three eTA conditions above, or if you're arriving by land, sea, or cruise ship. This applies even if you hold a valid U.S. visa: the eTA only works for air travel, so anyone driving across the border, arriving by bus or train, or disembarking from a cruise needs a full visitor visa regardless of their travel history.
Visa and eTA Costs and Processing Times
- eTA: CAD $7. Usually approved within minutes to a few days.
- Visitor visa (TRV): CAD $100, plus CAD $85 for biometrics. Processing typically takes several weeks, so apply two to three months before your planned travel date.
- Biometrics: Given in person at a Canada Visa Application Centre. Mexican applicants can currently give biometrics in Mexico City, Guadalajara, or Monterrey.
Fees and processing times can change, so always confirm the current numbers on the official IRCC website before you apply.

How to Apply for a Canada eTA or Visitor Visa
For an eTA: the process is entirely online. You'll need a valid Mexican passport, an email address, and a credit or debit card for the fee. Apply before booking flights, since some applications take longer than expected to process.
For a visitor visa: create an IRCC account, complete the online application, and pay the visa and biometrics fees. After you receive your Biometric Instruction Letter, you'll need to attend a Visa Application Centre within about 30 days — processing only begins once biometrics are on file. You'll also need to submit supporting documents: proof of funds, evidence of ties to Mexico (employment, property, family), a clear travel itinerary, and an invitation letter if you're visiting family.
Common Reasons Visitor Visa Applications Get Refused
Visitor visa officers need to be satisfied that you'll leave Canada at the end of your authorized stay. Applications are most often refused because of:
- Weak or undocumented ties to Mexico, such as no proof of stable employment, property, or family obligations
- Insufficient or inconsistent proof of funds, including large unexplained deposits
- An unclear or poorly documented purpose of travel
- Inconsistencies between the application and supporting documents
None of these are guaranteed rejections, but they're the most common reasons genuine applications get turned down. Getting the documentation right the first time matters, since visa fees aren't refunded on refusal.
Traveling to Canada for the 2026 FIFA World Cup
Canada is co-hosting matches in Toronto and Vancouver during the 2026 FIFA World Cup, and Mexican fans are expected to travel to Canada in large numbers. The eTA and visitor visa rules above apply to World Cup travelers the same way they apply to any other visit — there's no separate fast-track process for the tournament. Given the surge in applications expected around match dates, it's worth applying well ahead of your travel window, especially if you need a visitor visa rather than an eTA.
