Ontario’s minister of labour, Monte McNaughton is asking for changes in the law targeting immigrants who are trying to work in regulated occupations in Ontario. If the new legislation comes into effect, big changes will occur for workers. The Ontario government wants to:

  • Ease the licensing requirement for workers
  • Remove the need to do a language test for getting a license, and
  • Speed up the licensing process

They also want to eliminate the need to have Canadian work experience for working in regulated occupations. It must be noted that these changes will target the newcomers who want to get a license in non-health-related jobs.

2025 Update

Ontario has expanded its support for skilled immigrants this year with a mix of new funding and policy changes.

The province’s immigration nominee program now has room for 18,361 applicants—double what it allowed just a few years ago. This opens more opportunities for people with in-demand skills to settle and work in Ontario without waiting through long backlogs.

The 2025 budget took a major financial step: $1 billion is being channeled into the Skills Development Fund, with $705 million of that marked as new investment. This fund supports training programs and job placements in key industries, especially those where demand continues to grow.

There’s also an uptick in support for people trying to break into the trades. Over 1,700 individuals are expected to take part in pre-apprenticeship programs running through 2025. These programs give people the chance to get hands-on experience and training without having to wait long.

On a different front, the government has targeted fraud. New legislation is being pushed to stop illegal immigration consultants who target newcomers with false promises and hidden fees. These changes are meant to add safeguards while newcomers take steps to work legally in regulated professions.
