2025 Update—Back in the summer of 2022, Canada expected over half a million people to arrive—new immigrants, international students, and temporary foreign workers all included. That season alone, the government aimed to welcome around 432,000 permanent residents. On top of that, up to 270,000 international students were set to begin their studies. More than 100,000 work permits were likely to be issued during those months.
Things look a little different in 2025.
The target for new permanent residents has been adjusted to 395,000, lower than in previous years. Officials say the shift is about making sure there’s room—not just in cities and towns but also in schools, hospitals, and housing markets—for people to build stable lives once they get here.
International students are still coming in large numbers, but the cap for new study permits in 2025 has been set at just over 305,000. It’s a step down from last year. These changes are part of a broader effort to bring the number of temporary residents to a more manageable level. Right now, the goal is to bring that figure down to 5% of the total population by late 2026.
It’s a reset, not a stop. Canada continues to welcome newcomers, but it’s taking a more measured pace, aiming to avoid stretching services too thin.
