The Council of Canadian Innovators (CCI) has requested the federal government to pilot this new visa to help address labour shortages in the tech sector.
With this new type of visa, experts who are software developers, data scientists, etc. would be able to work and change jobs for a designated amount of time without a job offer.
It is worth mentioning that the CCI is asking for a 48-hour processing time for this program.
2025 Update—Canada moved ahead with the Innovation Stream, announced under the International Mobility Program. This option is aimed at highly skilled tech professionals. Workers tied to companies advancing Canada’s innovation goals can now receive employer-specific work permits for up to five years.
In addition, certain individuals in priority tech occupations have access to open work permits for up to five years. Applications under this stream do not require a Labour Market Impact Assessment (LMIA), which has made the process faster and less complex.
Canada opened its doors wider to tech workers from the United States. On July 16, 2023, a new open work permit option became available for holders of U.S. H-1B visas. These permits, valid for up to three years, allowed individuals to work almost anywhere in Canada without being tied to a single employer. The intake limit of 10,000 applications was met within 48 hours, showing strong demand. No further expansions or re-openings of this policy have been announced yet in 2025.
New immigration pathways have made Canada more accessible to digital nomads. Individuals working remotely for foreign employers can live in Canada for up to six months without needing a separate work permit. Although this policy does not specifically create a new visa for tech professionals, it offers flexibility for high-skilled individuals seeking to spend extended time in Canada while continuing their employment remotely.
