The Express Entry draw takes place approximately more than one time a month among immigrants who apply for Permanent Residency. For example, the last express entry draw #200 was conducted on August 5th, 2021 among 3000 applicants. The new Express Entry program will manage applications for permanent residence for immigrants who can fill jobs where there is a lack of available skilled Canadian workers.
How Much are the Costs of Applying for Express Entry?
If you are invited to apply for Express Entry then you must have written proof that you have the money required for you and any family members you intend on bringing to Canada. The funds required (in Canadian dollars) are according as following:

Proof of Funds
Do you have enough money to be eligible for applying for Express Entry? If yes, you must prove it with documentary proof. For proof, you must get official letters from any banks or financial institutions where you’re keeping money. If your spouse is coming with you, you can count money you have together in a joint account.

When Will the next Express Entry Draw Take Place?
There is no public schedule of future Express Entry draws, and so it is not possible to know for certain exactly when the next Express Entry draw will take place. However, IRCC has historically tended to conduct Express Entry draws about every two weeks, and often these draws take place on Wednesdays. However, Express Entry draws can, and do, take place on other days of the week, and sometimes there is a longer or shorter gap between one Express Entry draw and the subsequent, or previous, draw.
Summary
Canada is still issuing Express Entry invitations despite COVID-19.
