What a category-based round is
Express Entry uses three distinct round types: general rounds, program-specific rounds, and category-based rounds.
In a category-based round, the Minister sets a specific category to meet an economic goal. Only candidates who meet that category receive invitations.
The stated economic goal for this round is economic growth through Francophone immigration outside of Quebec.
Who qualifies for the French-language category
Per Ministerial Instructions #450, a candidate must hold an active profile in the Express Entry pool and meet two conditions.
First, their French proficiency was assessed through an approved language test with results less than two years old.
Second, their score reached level 7 or higher in each tested skill area on the Niveaux de competence linguistique canadiens (NCLC).
Invitations may go to eligible candidates under the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trades Program.
Why the CRS cut-off is 435
French-language rounds draw from a targeted pool of candidates. Because this selection pool is smaller, CRS cut-offs remain lower than general-style rounds.
By comparison, the September 29, 2026 Canadian Experience Class round required a CRS score of 518. That score was 83 points higher than this round.
However, this cut-off is 53 points higher than the August 19, 2026 French-language round, which required a minimum score of 382.
What the tie-breaking rule means
When multiple candidates hold the lowest CRS score of 435, IRCC applies a tie-breaking rule based on profile submission timestamps.
Candidates at 435 who entered the pool before October 6, 2026 at 21:31:22 UTC received invitations. Those who submitted profiles after did not.
This tie-breaking timestamp fell only ten days before the draw took place.
What happens next for invited candidates
The 5,000 invited candidates received an official Invitation to Apply (ITA).
They now hold a limited window to submit a complete permanent residence application to IRCC.
What This Data Tells Us
The 53-point rise from the August round is the most important number here, and it is not a sign the category is closing. More candidates with NCLC 7 keep entering the pool, so the bar inside a still-low range moves up.
Even at 435 the advantage holds clearly. The September 29 CEC round required 518, so a French-qualified candidate needed 83 fewer points to be invited in the same month.
The tie-breaking timestamp of October 6 tells the opposite story from the cut-off. A ten-day gap means the pool at 435 is turning over quickly rather than sitting stagnant, which is unusual for this category.
Five thousand invitations also confirms the scale of the commitment. IRCC is not running these rounds as a gesture toward Francophone immigration outside Quebec. It is one of the largest channels in the system.
For anyone close to NCLC 7, the rising cut-off is a reason to test sooner rather than later. The gap between French and CEC rounds is still the largest advantage available, but it has narrowed by more than 50 points since August.
