Skilled Worker Stream

- An indeterminate, full-time job offer from a B.C. employer in a position classified under NOC TEER 0, 1, 2, or 3
- At least two years of relevant full-time work experience (or equivalent)
- Minimum language requirements
- A wage offer in line with B.C. wage rates for the occupation
- Proof of ability to support yourself and your dependents
Employers must agree to support the application and meet specific criteria. This stream also offers an Express Entry BC option.
Note: Job offers in priority technology occupations or for university professors do not need to be indeterminate.

This stream offers permanent residence opportunities to individuals working with B.C. public health authorities. Physicians, midwives, and nurse practitioners may also apply.
Eligibility Criteria:
- An indeterminate, full-time job offer from a B.C. public health authority or a confirmation letter from a health authority if you are a physician, nurse practitioner, or midwife
- Meet the education, training, experience, and qualification requirements
- Employer support is required before applying
This stream also includes an Express Entry BC (EEBC) option.
Note: Job offers in priority technology occupations do not need to be indeterminate.
Entry Level and Semi-Skilled Stream
This stream helps workers in select sectors such as tourism, hospitality, and food processing obtain permanent residence in B.C.
Eligibility Criteria:
- An indeterminate, full-time job offer from a B.C. employer in an eligible occupation (classified under NOC TEER 4 or 5, or for the Northeast Development Region, any NOC TEER 4 or 5 occupation except live-in caregivers)
- At least nine months of continuous full-time work with the employer
- Relevant qualifications for the job, including any certification or registration requirements in B.C.
- Minimum language and education requirements
- A wage offer in line with B.C. wage rates
- Proof of ability to support yourself and your dependents
Employers must support the application and meet specific conditions. This stream does not include the Express Entry BC option.

International Graduate Stream

International Post-Graduate Stream
The International Post-Graduate stream is closed to new applications as of December 9, 2024. Applications will continue to be assessed based on the policies in effect when they were received. Previous criteria are available in the BC PNP archive.
BC PNP Process
The BC PNP process consists of four main steps:
- Registration (if applicable)
- Invitation (if applicable)
- Application
- Decision
Each step has specific requirements that must be met.
How to Apply to a Skills Immigration Stream (Including the Express Entry BC (EEBC) Option)
1. Choose Your Stream and Decide on the EEBC Option
- Begin by reviewing the available Skills Immigration streams to determine which one best suits your profile.
- Four of the Skills Immigration streams offer the Express Entry BC (EEBC) option. If you are already in the federal Express Entry pool and meet the criteria for a Skills Immigration stream, you may be eligible for the EEBC option.
- Using the EEBC option allows your federal profile to receive additional points, potentially speeding up the processing of your permanent residence application.
- After selecting the stream, decide if you will use the EEBC option, and then proceed to register.
2. Register
- Registration is the first step where you inform the BC PNP that you want to apply. It must be done through BCPNP Online, and registration is free.
- After signing in, create your profile and choose your stream. Ensure that you meet the program criteria at the time of registration.
- If you opt for the EEBC, select the stream beginning with Express Entry BC. This ensures that your nomination will be linked to your IRCC (Immigration, Refugees and Citizenship Canada) profile.
- Complete all the sections of the registration form, which will be scored based on human capital (e.g., work experience, education, and language skills) and economic factors (e.g., wage and job location).
- Your registration will be placed into a pool for your chosen stream, where it will remain active for up to 12 months or until you receive an invitation to apply.
3. Wait for an Invitation to Apply
- Most Skills Immigration streams require an invitation to apply. If you are invited, you will have 30 calendar daysto submit your application via BCPNP Online.
- If you no longer want to apply or no longer meet the criteria, do not submit your application. Submitting an incomplete or ineligible application may result in refusal.
- If you do not submit within 30 days, the invitation will expire, and your registration will be removed from the pool. If you want to stay in the pool, you will need to submit a new registration.
4. Apply
- Once you receive an invitation, you will need to complete your application and submit it through your BCPNP Online profile.
- Before submitting, ensure you have paid the application fee and included all required documents.
- Your application will be evaluated based on the Provincial Immigration Programs Act, the Provincial Immigration Programs Regulation, and criteria specific to your chosen stream.
Note: If you are applying under the Health Authority stream or the International Post-Graduate stream, you do not need to register. You can directly submit an application.
5. BC PNP Nomination
- If your application is approved, you will receive a nomination package. This will include the documents needed to apply for permanent residence.
- You must apply to IRCC for permanent residency before the Confirmation of Nomination expires.
- As a nominee, you must comply with the conditions of your nomination, which will be provided along with your nomination package.
- Post-nomination support is available, such as a work permit support letter to assist you in applying for a work permit.
- If your application is refused, you can request a review or explore other immigration options.
6. Permanent Residence
- If IRCC approves your application, you will become a permanent resident of Canada.

Healthcare Program Priorities for BC PNP
Healthcare professionals who meet the criteria for targeted occupations may be eligible for targeted invitations to apply under the BC PNP.
Direct Employees of Health Authorities or Supported Workers
Workers who are directly employed by a provincial health authority or are physicians, nurse practitioners, or midwives with the support of a provincial health authority can submit an application directly to the Health Authority stream.
Workers Not Employed by a Health Authority
Workers who are not employed by a health authority must register under another BC PNP stream. Those who have a job offer in the following priority healthcare occupations may benefit from targeted invitations to apply:

Technology Program Priorities for BC PNP
The BC PNP offers a pathway to permanent residence for skilled workers in select, in-demand technology occupations. For technology sector workers, the key advantage is that they do not require a permanent job offer to benefit from targeted invitations to apply.
Eligibility for Targeted Invitations in Technology
To qualify for a targeted invitation, technology sector workers must meet the following conditions:
- Job Offer: The job offer must be in one of the priority technology occupations.
- Job Duration: The job offer must be at least one year in duration (365 days).
- Remaining Duration: There must be at least 120 calendar days remaining on the job offer at the time of application.

Veterinary Care Program Priorities for BC PNP
Workers with job offers in the following veterinary care occupations may benefit from targeted invitations to apply for the BC PNP.
Priority Veterinary Care Occupations:
- 31103 Veterinarians
- 32104 Animal health technologists and veterinary technicians
Note: These are not the only eligible occupations; other priority veterinary occupations may also receive targeted invitations once registration is submitted.
Pilot Programs:
The Economic Mobility Pathways Pilot (EMPP) is a federal initiative in which B.C. participates. This program offers an economic pathway for skilled refugees.

2- The Entrepreneur Immigration (EI)
The Entrepreneur Immigration pathway provides a way for international entrepreneurs to immigrate to British Columbia (B.C.) by starting businesses that contribute to the province’s innovation and economic growth.
This is a “temporary to permanent” immigration pathway, meaning that entrepreneurs are initially granted temporary residency while they establish their business in B.C. After successfully setting up the business, they can then apply for permanent residency.

Base Stream Eligibility
To be eligible for the Base Stream, entrepreneurs must meet personal, business, investment, and job requirements outlined in the BC PNP’s Entrepreneur Immigration – Base Program.

- Business/Management Experience: Either previous business experience or the equivalent of a 2-year post-secondary diploma.

Application Process:

- Register Your Proposal with BC PNP:

- Provide a short business concept. There’s a non-refundable registration fee of CAD$300.
- The BC PNP will evaluate your registration based on human capital (education, experience, language) and economic factors (commercial viability, sector, benefits, region).
- Qualification: If you meet the minimum requirements, you will enter a qualified pool for up to six months (or until you receive an invitation to apply).
- Meeting the minimum criteria does not guarantee an invitation.
- Invitation to Apply:
- If selected, an authorized accounting firm must verify your personal net worth and accumulation of funds before you submit your application.
- After receiving an invitation, you have four months to submit a full application.
- Interview: You may be invited for an interview where you will be asked about your business experience and plan.
- Performance Agreement: If your application is approved, you will sign a performance agreement with the Province of B.C. This agreement is based on the details provided in your business plan and interview.

Once approved, you will proceed to establish your business, and after meeting the requirements, apply for permanent residency in B.C.
Work Permit
If your BC PNP application is approved, you will receive a letter of support to apply for a work permit. This will allow you and your dependents to move to B.C. You will have 90 days to submit the work permit application to Immigration, Refugees and Citizenship Canada (IRCC). Once granted, you must arrive in B.C. within 12 months.
Building Your Business
Upon arriving in B.C., you will have up to 20 months to:
- Implement your business plan.
- Actively manage your business.
- Meet all performance expectations outlined in your signed performance agreement.
BC PNP Nomination
To be nominated for permanent residency, you must demonstrate that you have met the terms of your performance agreement. You will do this by submitting a final report between 18 and 20 months after arriving in B.C.
You will also need to submit proof of language proficiency that meets the Canadian Language Benchmark (CLB) 4.
Once the BC PNP reviews your final report and confirms that you have met the conditions, you will be required to sign a Conditions of Nomination declaration. After signing, you will be issued a confirmation of nomination as a provincial nominee. You can then apply for permanent residence with IRCC under the Provincial Nominee Class.
Regional Stream Overview
The EI Regional Stream offers an immigration pathway for entrepreneurs who wish to start a business in smaller communities of British Columbia. It allows entrepreneurs to contribute to B.C.’s economy by exploring business opportunities outside large urban centers.
This stream, which started as a pilot in March 2019, is part of B.C.’s ongoing effort to encourage business development across the province’s smaller communities.
Key Features of the Regional Stream
- Community Participation: Participating communities play a key role in the stream by identifying the types of businesses they prioritize. These communities actively look for entrepreneurs whose business experience aligns with their needs.
- Exploratory Visit: If a community finds your proposal appealing, they may invite you to visit and meet with local representatives. This visit will give you insight into the lifestyle and business environment of the area. The invitation for the visit is at the community’s discretion.
- Community Referral: After the visit, if you believe the community is a good fit for your business, you may request a community referral. A referral allows you to apply for the EI Regional stream. Issuance of a referral is also at the discretion of the community.
Eligibility for the Regional Stream
To qualify for the EI Regional stream, you must meet the following criteria:
- Business Requirements: Your new business must align with the priorities of the referring community.
- Experience: You must demonstrate business and/or management experience.
- Net Worth: You must have a personal net worth of at least CAD$300,000.
- Investment: Make an eligible investment of at least CAD$100,000 in the business.

Strategic Projects Stream
The Strategic Projects stream is designed for foreign corporations seeking to establish or expand operations in B.C. This stream allows up to five key staff members to be nominated for permanent residence to help manage these operations.
Eligibility Criteria for Foreign Corporations
To qualify, the foreign corporation must:
- Be well-established and in good financial standing.
- Demonstrate investment readiness and capacity for international expansion into B.C.
- Provide significant economic benefit to B.C. through a high-value investment.
Eligibility for Key Staff
Key staff members must:
- Be current senior employees with the qualifications and experience essential to establishing and operating the business in B.C.
- Be appointed to an executive or senior managerial position, or possess specialized knowledge essential to the business.
- Work permanently and full-time at the B.C. operation.
- Receive compensation commensurate with expertise and in line with industry standards.
Ineligible key staff:
- Individuals who are prohibited from entering Canada, have expired status, or are working without authorization.
- Those with an unresolved refugee claim or removal order.
Investment and Job Creation Requirements
- The corporation must make a minimum equity investment of CAD$500,000 in B.C.
- It must either establish a new business or purchase and expand an eligible business.
- At least three new full-time jobs must be created for each key staff member proposed (up to five key staff).
Ineligible Business Types
- Immigration-linked investment schemes and businesses with redemption options.
- Passive investments
- Bed and breakfasts, home-based businesses.
- Payday loan, cheque cashing, and money-changing businesses.
- Pawn shops, tanning salons, DVD rental stores, coin-operated laundries, and automated car wash operations.
- Scrap metal recycling, and businesses selling used goods (unless value is added).
- Real estate development, insurance brokerage, business brokerage, and import/export businesses (unless value-added services are demonstrated).
The process for applying to the Strategic Projects stream:
Step 1: Visit B.C.
- It’s recommended for senior company executives to visit B.C. to explore business opportunities and learn about the local environment.
Step 2: Discuss Your Plan
- Before applying, the company should contact the BC PNP to talk about the business plan.
Step 3: Register Your Interest
- The company must register its interest in applying. As part of the registration, the company needs to provide:
- Company details
- Proposed investment in B.C.
- Qualifications of key staff
- There is a registration fee of CAD$300.
Step 4: Receive Invitation to Apply
- BC PNP will review the registration and decide if the company is eligible to apply.
- If invited, the company must submit a full application within 90 days.
Step 5: Submit Your Application
- The company needs to send all required forms in one complete application package, including forms for key staff and other supporting documents.
- The application costs CAD$3,500 for the company and CAD$1,000 for each key staff member.
- Key staff may be asked to attend an in-person interview at BC PNP offices in Vancouver.
Step 6: Sign Agreements
- If the application is approved, the company’s designated representative and each key staff member must sign a Performance Agreement with the Province of B.C.
Step 7: Work Permit & Arrival Report
- The BC PNP will issue a letter to each approved key staff member to help them apply for a work permit with IRCC.
- The work permit letter is valid for 90 days.
- Once key staff arrive in B.C., they must submit an arrival report within 60 days.
Step 8: Meet Requirements & Nomination
- After meeting the obligations in the Performance Agreement, the company must send a final report to BC PNP to show it has followed the agreement.
- If everything is verified, key staff who meet the terms will be nominated for permanent residence.
Step 9: Apply for Permanent Residence
- Each nominated key staff member must submit their application for permanent residence to IRCC within 180 days.
