Bloomberg rankings team assessed five important features to choose the top city for career women which were safety, mobility, maternity, equality, and wealth.
Toronto was selected as the number one city.
The other top cities after Toronto are Sydney, Singapore, Paris, and London.
Even though the majority of immigrants to Canada in economic class are men, the number of women in this stream is increasing. Canada has about 1 million job vacancies and the need for labor force leads employers to consider women equally as well.
So far in 2025, the numbers are sending mixed signals for working women in Toronto. Employment among women aged 25 to 54 has dropped by 60,000 since March, most of that decline coming from part-time positions. The new employment rate sits at 79.6%.
Unemployment in this same group climbed to 5.8% in April. That’s a bump of 0.4 percentage points from March, putting women on par with men in this age group, whose unemployment rate actually dipped slightly in the same window.
Some areas are showing signs of change. Women-owned businesses made up nearly 20% of all private enterprises in the first quarter of the year, up from just under 18% the year before. These companies are much more likely to have women in leadership.
For example, women hold over 70% of senior management roles in majority women-owned businesses, compared to just 35% in other firms.
The city has also invested more in arts and community programming this year, specifically aiming to increase opportunities for women and people from equity-deserving communities. The budget for 2025 includes support for local arts programs that often serve as stepping stones into employment or education.
Another goal on the table: get more startups off the ground. Toronto’s latest economic plan aims to grow the number of women-led startups by 25% over the next few years and double the investment dollars those businesses receive.
